Check that you are getting coolant flow through the ISC via the 8 mm hose that comes from the oil cooler and goes to the thermostat housing, I had a similar problem - the fitting at the back of the cylinder head was plugged.

Woooo finally got the paperwork from the DMV, so can schedule BAR. Seriously considering following Russ872 and going to the same ref station even though it's a bit of a drive. Few things to finish up before then, and few things I just want do. Thanks Snowbird for the tip on the coolant flow for the IAC. It appears good there. I plan to recheck the IAC, and then check the air temperature sensor (I need to figure out where it is first ) When it comes to the charcoal box, know it's not required, but trying to rig something small up. Stock, the tube on the bottom of the picture comes out of the box and vents to air. Midway on the tube is what appears to be a small filter, after the sensor. What does it do / filter?

While not legally required, I do enjoy the ozone, and thus rigged up a couple "charcoal boxes". ABS pipe, filled with charcoal, capped, connectors and vented out. Probably not as good as stock, but should help cut hydrocarbon emissions. Still working on the idle. Going to get a multimeter to test resistance on the IAC. I read the 94's should have 10.3-12.5 Ohms. Anybody know if 99's are the same? Update: Tested the Ohms and got 9.7 on the IAC. Still not sure if that's in range.

Working on adding fenders, how do you remove the front brake dust shields? I've got the rotor and calipers off. I see 3 bolts which will loosen the dust shield, but in front of it I still have this (top picture). Update: Apparently I needed to google something else. That shiny thing is a cap: While I'm asking, how do people remove the transmission fill square plug? 17mm was to big, went with a 16mm 12 point as it should make a square, no luck. Starts to round it. Changing the fluid in the rear diff was pretty simple. 23 and 24mm

You need to remove the wheel hub to get at the dust shield and install the fender mount. If memory serves you will need a 29 mm socket, and you will surely need a big breaker bar. Pop the cover off the middle to reveal this. You'll have to hammer out the indent that keeps the nut from loosening.
You should replace the nut when you reassemble and use a torque wrench that is big enough to measure that high.

Or if you don't care about the dust shield. Unbolt it and take a pair of tin snips to cut it. Then just bend it open and take it off.

Thanks Jon and Papa bear for the insight on getting the dust shields off. Will tackle this weekend, hopefully.
The high idle continues to perplex. Ordered a used IAC that was off a miata with 61K miles and described as having good idle characteristics (no idea how they know this). Swapped it out and.... no change. To summarize what I've done:
Smoke tested for leaks via the brake booster Changed the PCV Changed the IAC Check for blockages in the coolant lines Cleaned throttle body to ensure closure Removed throttle cable to ensure throttle body closure Tried TEN to GRND
Still idles 1150 warm... anything I'm missing?

Tested the Ohms and got 9.7 on the IAC
For a 1999 the range is 8.7 - 10.5 Ohms... this is lower than the prior years. So the IAC appears good.

Ummmm got started on the fuel filler and could use some help. Looking at pictures and based on my own measurements, cut the hole... then went to mount my custom filler and the hose (90 degree, 1.5 in inside diameter) won't bend quite far enough as it needs an almost 45 degree bend before going upwards. Puts a lot of strain to lay "close to" flat. Any tips on hose or what fill neck people used? The flex hose doesn't seem flexible enough, at least at the store and I've trimmed the neck as much as possible. Lathed this so the filler sits inside, recessed

Does the metal tube under the mount flange have enough tube to V cut it and weld together so flat to boot.. Or a different hose with more angle or cut the hose and put in a metal angle tube and clamps.

Hi - Has anybody used this for their fuel filler hose? It's "ultra flexible" fuel hose. Found it, then found 1 thread where it was used but not a lot of comments on it.
"Finished" my fuel filler only to find that it leaks when it's on a hill.... so back to evaluating better options!

To be honest, I ended up with my filler on the opposite side, using an EPA approved marine type plastic inlet with screw on cap, a run of black pipe across the rear (inside the fiberglas of course)' then a couple pieces of Parker high flex fuel hose as couplers. Seems to have worked out pretty well so far.

Okay, got the fuel figured out for the moment, need to finalize a couple internal hoses so they don't kink, but looks good! High idle now shoes a P1504 error code. I replaced the IAC with a used "good" unit, and both the old and new ohm out within tolerance. Not 100% sure what else to do. Took it to a national chain to get diagnosed and they refused to diagnose a kit car... lesson is to get everything fixed before the conversion. If anybody has insight on this error code, I'll take it ☺

Have you tried cleaning the throttle body with throttle body cleaner.. You can get a new gasket at an auto store.. Do you have a good ground for the wires there by the throttle body. All vac hoses on tight both ends none uncapped.. Intake tube tight no leaks.. Pull connectors on the PCM on/off a few times to clean them make sure all pins seated and none popped loose.. Nice job on the fuel filler..
