Hello Chris, You need to have the seat belt attachment mounted so that it is vertical at the bottom, otherwise it will snap under load. I am not sure if I have a picture handy but what I did was put a ibolt through the mounting hole in the frame in the middle and the sides, and then attached the seat belt bracket to that. It allowed it to move and adjust to your position, took up minimal room, and looked good.

Just so you know it will break very easily in that configuration especially during an accident

Interesting problem thread. I found this page which seems to confirm drbrian point. Why are the mount plates flat on the floor rather than upright on the chassis rails? Subscribed to see what the solution is. Please update with pics.

The horizontal attachment points work well with ring type seat belts fittings but the roll bar mounts are best with the flat attachments. Difficult to find belts that have ring fitting for the lower attachments and flat ones for the upper, I think CBS list a set like that.

I don't like the idea of bolting the lap belt mounting plate horizontal either, seems totally wrong from an engineering point of view as per your diagram.
I, and our certifiers, also choked at the little unbraced inner mount found on the Rocket, would have been better moved to the corner and triangulated.
In the end I had a flat bar welded in that ran all the way across the chassis. For the outer mount I made a 90 degree angle plate that bolted to this and allowed the seat belt plate to be fitted vertically. For the inner mount I ended up bolting to the chassis centre structure under the tunnel, again with the belt plate vertical.
Drivers side now changed though and I have eye bolts fitted to mount a six point harness, I was finding the lap belt on the four point just would not sit low enough across my hip bones and it is bad practice to have that across your abdomen.

Do the bolts have to bolt into a threaded plate/nut welded to a plate or can they be bolted through the bracket with nylon nuts on them 7/16

Yep bolt them, it is a pain getting the eye bolts them to bolt up because it is a tight fit. It is about 38C in florida now so my ability to take pictures in the heat is limited but I can talk you through it. You will need to knotch the aluminum so the bolts fit easy just two slit and fit it in
