The small box shaped piece directly under the key tumbler area is the steeringwheel lock. It is a spring and pin that when the key is out the spring pushes the pin into place to lock the column. I drilled mine out in prep for race rules and removed the pin and spring. It is about the size of a stamp and has a metal plate over it. It may be sticky if foreign material or chemicals of some sort got inside. You can try and turn the column upside down and see if that engages it when the key is out as it is a weak spring moving the pin into place.

Have you turned the wheel lock to lock to see if it will lock up.. There is only one place on the steering shaft for the lug to move into. Have you removed the ignition/lock unit from shaft..

There is a routine for removing the lock unit which works by fitting the key and turning it to ACC2 (I think) then depressing a pin with a screwdriver allowing the whole barrel to be removed then you can access the steering lock parts.
I cant remember it exactly but found it on tinternet ok.
However you could try spraying it liberally with penetrating oil first.
