Does the Exocet meet NHTSA standards? Registration woes...

Has anyone had to prove that the Exocet frame meets NHTSA standards, or had to get a letter from Exomotive stating this to get through registration? My registration request was rejected today citing that as the only insurmountable hurdle.

Would love to hear how anyone has got passed this.

Also, if anyone knows how the December 2015 NHTSA legislation impacts the requirements that are relevant, namely what manufactures are excluded from what requirements, and if this gives the Exocet a pass, it would be great to understand how this was presented and absorbed by the DMV.
