I gave up on it and bought a speedometer from Speedhut which came with 0 miles on the odometer. It's also a GPS speedo so I could run any size tire and rear end I wanted without the need for a speed sensor or dealing with calibration.

I found a local place that says they can do it. I'll have to sign a waiver that says "I asked them to set it to ... mileage etc. a little pricey at 100.00 but I think its worth it. I'll update after its completed.
