In the uk we need grade 8.8, hex head m8 as a minimum. Also your 2 universal joints on the steering column seem mis-aligned, are they finally bolted in yet?

Again I'm not from USA but I don't like to see extension plates for seat belts like that at all, there will be a lot of load on that bar in the case of an "incident" cantilevering it out like that does not fill me with confidence, whether it will pass certification is irrelevant.
Also, have you seen Breaking Bad, in the first series (I think) Walt uses a windscreen washer brush to connect the two terminals on a battery of a car at a service station. Looks like you have a similar potential problem with your battery clamp
