I've called three places so far, each has told me to go pound sand because, as they say, my car hasn't got a VIN for them to "match specs against" for the brake and light inspection. That's kinda BS and I get the feeling that they were just blowing smoke to keep from having to deal with something maybe a little odd ball.
That said, what's a good shop in the Bay Area (preferably South Bay) at which to get the Brake and Light inspection completed at?

Why is it so hard to find a shop that will do this for me? I've hit up five places and been turned away five times. I had no idea that this would be the most difficult part of getting my Exo registered.
Seriously, one shop I called refused to do the inspection because the car didn't have a VIN they could look up to get "manufacture's specs" for brake pad/rotor thickness.
The next shop I stopped at, which had official inspection station seals bolted to the front of their shop, said they don't do it any more.
The third shop I stopped at, also with official seals, turned me away because they were "out of inspection certificate forms."
The other two shops I stopped past had let their state licenses for brake and light expire because nobody ever asked them for that service.
This is SUPER FRUSTRATING.
I've got a one-day move permit, I'd love to find a shop that I know will help me with my Exocet before I burn up that permit. I don't want to spend a day driving from shop-to-shop-to-shop-to-shop only to come up with nothing for the effort.

Sorry can't help but I am curious what such a test involves?
Surely a brake inspection is just to see if the car has sufficient braking capability, exactly how that is achieved in terms of rotor and pad size is irrelevant?

Pad size rotor size aren't the issue, what they're looking for is how worn the pads and rotors are. Since our Department of Motor Vehicles requires the inspection, it has to be done at service center that has been officially licensed to do such inspections. What they check for are that the car's brakes are in good working order, that rotor and pad thickness are sufficient, that it has a parking brake that will hold the weight of the vehicle on a 6% grade, that there are no leaks, and that there's an indicator lamp to let the driver know if the parking/emergency brake is engaged. Oh, also that brake lights come on when they're supposed to come on. Some shops, I'm finding, are unwilling to sign off anything that they can't match against official manufacturer specs for a specific year and model as verified by vehicle VIN.

Truly bizarre as that is such basic stuff.
You would think that the original specs for the MX5 would be sufficient.
