What model year is your donor? It is worth adding this to the signature line in your profile.
If you have the 3-pin type flasher unit then you can replace it with a LED flasher, not strictly legal but its a simple job.
If you have the 7-pin type flasher you can change the internal resistor as mentioned previously, if you don't want to do that then you can add resistors in parallel with the LED bulbs. These flow current equivalent to the original 21W bulbs and are a fairly low resistance (about 40 ohm) they can get hot so need to be bolted to a metal surface.

I tried the 2 bulbs and they flash normally now so I think I'll get the led load resistors, thanks for the help guys!
