Grounding the green/orange wire or the TAB terminal of the diagnostic connector should energize the horn relay, the CEL (MIL) is grounded by the ECM via the yellow/black wire and also the diagnostic connector (I forgot which terminal). Cheers, JT

Thanks chaps. still no joy with this. The car is an import. Now it seems the alternator is not charging, with multimeter on the battery while engine running only getting 12v on it, should be around 14v. The battery light on dash goes off went starting but comes on after a while, which normally indicates alternator? Any thoughts welcome

I had a similar alternator problem on mine. There is an insignificant little plug and socket at the back of the car which looks as though it would have absolutely nothing to do with the charging circuit. Connect and bingo...a very healthy 14.6v. Described in by ALTERNATOR thread currently on page 27. Read more: mevowners.proboards.com/thread/3783/alternator#ixzz3Dz79FEjpad

Thanks Nitram, It was indeed the culprit....!! Now just to resolve the HORN and CEL issue. I dont have a TAB pin on the dia box, which other pin can I use to energize the horn relay...

Sorry, TAB terminal was on the early cars, but grounding green/orange wire at the relay or the steering column should operate the relay and sound the horn. Also the CEL is not connected to the diagnostic connector, the early UK cars did not have a CEL, I connected it on mine for blink code diagnostics. But grounding the black/yellow wire at the IP or the dash connector should turn on the light.

It is likely that you have 2 separate issues, the horns do seize and sometimes a few hammer taps will release them. Check the steering wheel, it needs to pass connection via the horn button. 2 pin separate plug red/black and white/red wires.

Still scratching my head with this. I get a funny feeling that I might have snipped the CEL power wire when I removed the alarm. According to the diagram the white/blue wire powers the CEL, is this correct? I tried to jump earth the HORN at the relay , but that seems to pop the fuse....

CEL is powered from the Meter fuse along with other warning lights and the instruments and grounded by the EMS ECU via the yellow/black wire. Horn relay is powered by the Stop fuse via the white/green wires, if the fuse blows when you ground one of these you have checked power to the relay! Grounding the green/orange wire should make the relay click, if the fuse blows when the relay clicks you have a short in the horn circuit.
