For a carb engine, without fuel return, I would make it like this: A swirl tank has normally no breathers. The breather should be on the tank to prevent a vacuum. Otherwise, after a few miles the pump cannot get the fuel out of the tank anymore! Also note that the swirl tank must be mounted higher then the carbs! Gravity must transport the fuel...

Sure! As long as the tanks can get some air. 1 breather should be ok.
